Streamside Acquisition Program
The Catskill Center seeks to better understand the attitudes, inclinations and perspectives of the constituency for its Streamside Acquisition Program (“SAP”), as further described in the RFP’s Scope of Work. The Center solicits proposals for a methodology for an Inventory of Stakeholder Perspectives, to be conducted by the selected proposer.

Questions: Requests for clarification of this RFP must be made in writing and directed to sap@catskillcenter.org by 5:00 P.M. on Friday, March 17, 2023 (updated)
Responses: Questions and responses will be posted to the RFP website for all proposers to see as soon as they are addressed, and generally within four business days of submission of the question.

The Timetable for this RFP has been extended as follows:
A. Thursday, Feb. 16, 2023 - RFP released.
B. Friday, March 17, 2023, 5pm - Deadline for questions relating to the RFP. Please submit all questions to sap@catskillcenter.org. Questions and responses will be posted to the RFP website for all proposers to see as soon as they are addressed, and generally within four business days following submission of the question.
C. Friday, March 31, 2023, 5pm - Deadline for submission of Proposals (in accordance with the submittal instructions).
D. Friday, April 21, 2023 - Estimated date by which we will have selected a proposal.
E. August 1, 2023 - Estimated start-work date. Please note that the DEP must approve the Catskill Center’s selected vendor and the cost proposal structure, and no work can begin until all such approvals are in place.
F. June 30, 2024 – Latest anticipated end date of the contract for services (to be negotiated with the selected proposer).

Question: Regarding the anticipated end date of the contract (2 submitted questions): Is the anticipated contract end date of 12/31/2023 firm, or will you entertain proposals or options that contemplate work beyond that date?
Answer: The end date of the actual contract negotiated with the hired vendor could extend into 2024. For the sake of clarity, we have revised the anticipated end date to June 30, 2024.
Question: Regarding Indirect Costs (2 submitted questions): Do you have a policy regarding paying for indirect costs? And if so, is there a copy of a policy explaining limitations somewhere? Do you have a maximum indirect cost rate?
Answer: The City has provided the following answer to this question: Subcontractors are allowed to include indirect costs in their proposals. If the indirect cost rate exceeds 10% the vendor may have to provide extensive accounting information in order for the City to approve their subcontract.
Question: Regarding Publication (1 submitted question): Does your organization (or your funder) have policies in place around academic partners and publishing in peer-reviewed journals? Specifically who would have publishing rights over the data, and is that something you would be okay with?
Answer: The City has provided the following answer to this question: Since this contract has a confidentiality clause, there is no right to publish the results of the Inventory. All information as a result of a paid subcontract would need to remain confidential.
